| 内容記述 | This study investigates Australian childcare policies, national frameworks, and key policy documents to identify systemic challenges and areas for improvement within the Early Childhood Education and Care (ECEC) sector. While Japan employs unified national curriculum guidelines for early childhood settings, Australia operates under the National Quality Framework (NQF), accompanied by diverse state and territory policies. Current challenges in Australia include rising childcare costs, workforce shortages, regional disparities, variations in program quality, and the difficulty of balancing childcare and employment. As a federal nation, Australia demonstrates substantial inter-state differences in ECEC policy design and implementation, which this study critically examines. Furthermore, in an increasingly multicultural society, the growing presence of foreign-born educators̶ often categorized as Culturally and Linguistically Diverse (CaLD) educators̶has raised concerns regarding equitable employment opportunities and professional retention. Relevant literature is reviewed to clarify these issues. Japan, facing declining birthrates and increasing cultural diversity in childcare settings, is likely to encounter similar challenges. The Australian case therefore offers important implications for Japan’s future ECEC development. By analyzing current conditions in both countries, this study aims to elucidate emerging issues and propose strategies that contribute to more inclusive, sustainable childcare systems |
